Instead of typing the commands to start and stop the PostgreSQL server every-time, its better you save them in separate batch files. In the command prompt, run the following command to save PostgreSQL database startup command to a batch file named startpgsql. Similarly save the stop PostgreSQL database server command to the batch file named stoppgsql. Add the two batch files startpgsql. These shortcut files will become handy when you want to start or stop the PostgreSQL just double click those shortcuts and you are done.
